He only pays out 70% (40%+20%+10%)

I would be seriously careful about this. He is also no official representative of the coin afaik.

In the end, he will probably pay out the wins to three wallets that he or friends of him own.

Edit - perhaps you are being inconsistent and irregular with your nomenclature?   Please use a comma separator for large numbers e.g. one thousand one hundred coins should be written as 1,100 DGB and a decimal point for numbers less than one, e.g. one tenth should be written as 0.1. And it would help if you could decide whether or not there is a space before 'DGB'.

So is it that one ticket costs 4,000 DGB for a first prize of 240,000 DGB (costs four thousand Digibyte for a prize of two hundred and forty thousand Digibyte )?

If you want to be "A Professional Cryptocurrency" then these things matter.

That depends on what country you live in. If you live in the US - you are right on the comma separator, in some other countries its not.
To answer your question, you may win 240,000 DGB for the cost of 4,000 DGB.
