I think that as the payments are sent separately to each of the user so doesn't this thing cost a lot of tx fee? Or is the tx fee cut out from the layout?

No Tx-Fee is not deducted from users, Bitmixer pays for it but I noticed that the last payment I received had only 0.00001 BTC as the Tx-Fee.

Then just don't do that now, Keep that until the time of your Next payment As soon as you received that payment Change it directly to Senior one. I hope it may Work

I changed mine and there was no problem. What you have to do is copy the SM code and replace FM code and save it. I like SM code more than FM code but some like FM over SM sig. I don't whether SM can choose the sig they like but HM can. FM == Full Member , SM == Sr. Member & HM == Hero Member ~~MZ~~

Will this server downtime affect on paying time? Should we expect it later?

I think that the time counter that BITMIXER.IO have on their automated system works independently to the forum. If forum isn't online, the BITMIXER automated signature-campaign timer continues working, IMO. As well, if for example bitcointalk is off for seven days, on that weekly payment period you're not going to receive anything because no-one was able to publish in the forum Hopefully that's not the case.
