Does this rule mean we cannot reward a user who say for instance setup a block explorer or did substantial help in the community thread and then ask for their wallet address and send them a bounty?

You can give a reward but not a giveaway. Reward is far from giveaway so that will answer you.

Hmm I admit, that latly giveavays are looking spammy, but why ban them at all when You can earn some extra money by participating in givavays. I made some $ last month and I am not aginst them. But yes they need seperate thread!
In fact, the forum now has a lot of spam, and I think it's good when it's prohibited. If someone is looking for and blocking spam on the forum then I support this, some threads on the forum became not really read, since messages basically do not carry any semantic information.

I would not say that they are not objective, but quite the contrary. Since I myself was a moderator on another forum in my life and you do not understand what you are talking about. When such a large flow of messages, it is simply impossible to follow everything

Such ideas and improvements are sometimes very helpfull. Especially when we are talking about huge forum(which is bitcointalk) and that section.
Lately i have opportunity to seen a lot of posts which sounds or rather looks like a SCAM...  I know that every topic and comment are usually necessary because it is forum and everyone should have opportunity to show his point of view but when someone write a post which include 1-3 words?
It is scam for me... and your further steps into this problem will bring us more usage.

They should be more monitoring of the thread to remove spams instead of completely removing give away threads .
Its antithetical to the very philosophy on which bitccoin talk thrives ,because it stands on the give aways of some members.
I think these threads should not be banned ,rather it should be organized fie easier management

Most giveaway threads are no longer allowed in the Alternate cryptocurrencies sections. From now on, posting or replying to such threads could result in being banned. Existing threads will be locked.

Specifically, you are not allowed to give people any incentive to post insubstantial posts in your threads. You can't offer to pay people who post their addresses, usernames, etc. You can do giveaways off-site and link to the giveaway page in a thread, but you can't give people any bonus for replying to your thread.

Similar threads are already restricted to Games and Rounds in the non-altcoin sections, but the giveaway-related post volume is so high in the altcoin sections that I've decided to just ban them entirely here.

Simple or not it is not important, I am generally grateful to the moderators for the fact that they are constantly doing something, because they do not get paid for it, so let's be glad that they do something at all, and even more so as it is now.

It is a welcome development for now, but checks to remove spam should be made stronger while the give away incentives is also regulated. In as much as insubstantial posts threads are reduced, those substantial post should be acknowledged and encouraged too.

this really is good query . for me , this really should not be done, because bitcoin can have the marketplace, bitcoin costs can fall and rise whenever and the heir, the heir from the legacy must realize bitcoin, has actually playing bitcoin and having bitcoin encounter could possibly get that legacy from you.
