Well the dev is just back because he has personal issue (based on the announcement)

"A more detailed manual on the CMOS - Nebuli 2nd generation DAPP will be coming out on August 15, 2018. It will go beyond any explanations found in the whitepaper.
In terms of re-branding, I have sent off emails to all of the coin tracking and masternode ranking sites. A new website will be out by the end of August, with all of the updated information and more."
