Why the user who blackmailed me then does not give me the negative trust?
Because he admitted he's also a scammer. His negative trust is worthless.

Why the guy who blackmailed me used a "disposable" telegram account if he did not give me the negative trust?
Because he probably does this a lot and his account gets reported and banned.

Why did both users use the same link?

Why the negative trust came right after my rejection on telegram?
Maybe the telegram user alerted DT members to your scam, or maybe it's coincidence. Either way, irrelevant.

It's obvious that the guy you talked with on Telegram is not the same as here. It's not the first time someone tries to scam people in IM and not the last. Once the same thing happened with someone saying Lauda tried to scam him on Slack.

Why would the Pharmacist do such thing ...for 70 bucks?
And just FYI, I've had people try to bribe me via PM to remove feedbacks--and I'm sure I'm not the first DT member to experience this.  All such requests are ignored:

This is definitely a case of someone posing as me.  It's either OP himself trying to set me up or someone who noticed this thread and acted pretty damn quickly.  Hate to say it, but if it isn't OP then my next suspect would be pat25, who pointed out the account sale in the first place.  He certainly would have a grudge against me because of the feedback I left him.  Wouldn't surprise me at all if this was a plot to exact revenge.

There's obviously a big language barrier here.  I never said you had another account, unless you mean another telegram account--and I have no evidence that you do, only suspicion.  As I said, my guess is that it's either you or pat25 who's responsible for this scheme.  I don't have a telegram account.  Never did, and I don't plan on creating one.  Nor am I in the business of extorting idiots for feedback removal.
