You mentioned that potential bidders in developing countries are barred from participating in many auctions - how damaging is this to the current A&C market?

Answer:

It is very hard to fully quantify the damage this exclusion does to the A&C market and how many sales are lost. As a starting point, the Codex Consortium (on aggregate) estimates that 1 million bidders were excluded from auctions overall due to lack of access. Not to mention how the decrease in competition may affect items from reaching their full market prices.
