Exactly, Probably he doesn't want competition pressure even if the contest is just free. There are user that thinks that they will not gonna win even they still doesn't try. Just checked the details of the promotion especially about the possible rewards, so basically there are 5 different random rewards.

I got free bitcoins from raffle Utopia planned to sent to bitcasino but now I see the mempool is increase with 501sat/vB this is crazy the cost is still unpredictable I was seeing lower fees but at that time I couldn't access the bitcoins because are outside the house.
