most likely, I can do it on one of my mining rigs but to put it online you'll need some hosting because it won't handle the load.

you can verify transactions and account balances, it's an overview of the whole network, it's mostly used to prove you sent some coins to someone you just paste the txid and anyone can check the transaction on the BE

EDIT: building akc daemon to test it out.
