Everything is falling a price right now so I don't think it's related to NEO. Right now only ETH and NEO have a working smart contracts that are tested by ICOs. I will tell you another theory about that too in the fact that NEO is not popular in the china. You can see from the latest result of which is popular coin among the chinese in this year and it'd said that NEO has placed below another blockchain smartcontract platform. You can see that even all of neo icos are still using ethereum to raise the funds from the investors.

Its just because bitcoin is in bear thats why Neo follows , but it doesnt mean that neo is not a good project or a scam , Neo is china's ethereum thats why Neo is good. I advice you just hold neo. im loading my bags with it.
