Why do only get rejecteds? -> because diff is too low and you find blocks at the same time that other people, just give time.
My cgminer hashrate is lower than normally... -> complete the fatecoin.bat with your normal settings for your GPU, eg: -thread-concurrency, -gpu-engine, -I... etc
What is the normal hashrate for a gpu? -> in my case r9 280x 2.8 or 3 Mh/s
I only get HW: errors in the cgminer window-> Download https://sites.google.com/site/rmdavidson/cgminer-3.7.2-sj-0.02.zip?attredirects=0 Normal CGMiner wont work !
Why don't get any accepted in cgminer? -> Accepteds mean accepted shares when mining in a pool, when mining solo has no sense, you only will see found BLOCKS (or rejected)

There was no premine.  That value field is bad code. Simple as that.

Look at the transactions instead to see the real value of a generated block.

Very weird, but i guess my explanation is right...

I think you should change your gpu miner. I'm using the GPU miner from https://bitcointalk.org/index.php?topic=337782.0 and changed the settings. I've so far have 41 accepted and 132 rejected. I use HD 7950 and get around 1 MH/s.
