I really don't know now if Whitepaper should be treated to see if the project is a scam. Why? Because they hire professionals to the paper, so its not really a good indication to check for scammy ICO's. Those scammers are always one step of the game. And most of the times Whitepapers are plagiarized as well. Perhaps you need to look at the team behind, those review (can be fake and paid as well), and others endorsing them (might possible that they are not really endorsing it and the scammy project that put their name to make it legitimate).

In white paper, the essence of the project, the idea, the business plan, the strategy for implementing the project is spelled out. By reading the white paper you can understand how much the project will be successful and what are the chances to enter the market.

In fact, there are lots of scam projects have a good whitepaper, because they hired others to write for them,they drew good things and also have a clearly roadmap. But all thing are just scam, so whitepaper for reference only

I'm not really keen on White Paper since this is my personal opinion. I've seen many White Paper badly written and masking in all of the big word 'technical stuff'.

Basically the WP is a project business plan, it's ideas including roadmap and the features that highlight the project among the competitors. When there were not so much scam and look-alike projects the phrase: "Study the Whitepaper before investing" sounded reasonable.
Nowadays a lot of Scam projects presented decent, well-prepared WP's.
So you should be very attentive.

Yes, white paper is very important, for every project! As for me, the most important thing is that the project should clearly formulate all stages and have approximate implementation dates. But personally, I believe that the project team is much more important than white paper.

Well the whitepaper is basically a hugely detailed business plan and explanation- so one way to see how 'good' the project is is to read through it, check if it looks professional and actually contains a solid business plan relevant to the project itself. Scam projects will put anyting out as long as it visually looks nice, but you need to read deeper than initial looks

Ok so for me, I am a writer, and I read whitepapers in detail and produce articles from them, I then have various arrangements to publish. After doing it for quite a while you learn to see the crap from the substance. A whitepaper outlines the mission of a project, and if you feel it is well articulated and has substance, then chances are the project will have a good chance at succeeding. But saying that you also need to research outside the white paper to be sure, as you can't rely on the work of the team, you need to look at the team base don other work, search their reputation etc and check their claim and qualifications. can be a lot of work, but the only way to be sure about an investment. My rule is, it's my money so I'm going to make sure it going somewhere where it will make me more money.
