Could you or someone else please post your emu.conf? When I started the wallet from scratch, there wasn't a conf-file.

I suggest just to download official package. This is what I have done and I never change there anything.

So I do not know what is happening in your case ...
Try to delete flappy  folder from appdata roaming. Just backup your wallet.dat before.
