Find their real location and start sueing them there.
Based on their website they require KYC (don't know if it was in the past too ,you would need to check in archive) but what i can tell from reading their terms is that their terms are no binding to you since they provide no company name or adress in their terms.It means there is no partner to make a binding contract with which leads that the terms are useless / not being executed.
Am of course no lawyer and not giving any advice on law but i'm pretty sure i'm right on this.
Bittrex had a similar issue freezing accounts without having in their terms which they changed afterwards but i know for a fact some people hired a lawyer and got quickly their funds back.
If you are sure they are located in St.Petersburg send to them some people to make a visit and take pictures to expose them....

I highly doubt this is matching Maltas terms in any possible way and more important based on their terms they don't allow you to open a class action,represetative action or class arbitration !!!!!! but only a arbitration in HK .
This is clearly a function to avoid legal punishment and to catch anyone wanting to open a lawsuite in HK arbitrage knowing they would lose their cases in other jurisdictions and could have serious trouble because of that.
Its clearly designed to protect their asses against people who got scammed
