Rule

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Do you honestly expect admins to follow your guidebook? You wanted to add some rules to the system, fine, but people aren't obliged to respect them.
Is there something wrong with an altcoin campaign paying for bitcointalk posts? It happened before.

They have now removed this bonus, but I noticed that the publisher of the “guidelines for bounty managers” is you, although it is a good suggestion, it is not an official rule of the forum and is not universally binding.
And they are aware of this problem before they can lead to large-scale spams, and they have terminated the BitcoinTalk Campaign in time, so I don’t think they have any faults.
In such a situation, should first communicate with their bounty manager, which may be a more gentle solution.

Now a days bounty managers post bounty thread of unknown name or the name of the ico. As there are a lots of scam attempts by the ico project's runner. Though bounty manager manage only spreadsheet, yet all people think that all responsibility is for bounty manager. As further as I know maximum project pay their manager only token. So, if project scam then bounty manager loss their time too. As they are posting on behalf of ico projector by a new account they are less conscious or do not eager to work with their minimum responsibility.
For example, the bounty mentioned by the op was created by a newbie (copper member). And he is not aware about the scam behavior. If he became conscious then he could know that commenting on ann thread by paying is scam behavior and not allowed.

Incentivising posting within an announcement thread is considered shill bumping and against forum rules, still, many of these projects actually advertise off site that they require bounty participants to bump the announcement thread, that is the sole reason some of these ICOs host their bounty off site.

Yup I do have to agree with you even though they don't show that they are requiring some post in the Ann threads here in BCT they are showing it in other modes of communication mainly in their Telegram groups or Discord Channels which in there they are asking their participants to post in their Ann threads. The result is you will see a lot of members wearing their signatures posting literally worthless piece of shit just to complete their post requirement or to have a incentive with their bounty reward.
