So wait, this is democratic?
Only the ppl who get a block (the guys with the most cpu-power) get to set the block reward.
Clearly - they will up it as much as possible for the time being to up their rewards while there are no mining pools and then drop it later to increase scarcity.

I'm thinking maybe it was an error or something i know the owner byron he's a stand up guy and it's one of the only exchanges that do btc/usd and i have done it myself and it works

Umm voting for the block reward at 1 reduces the amount of coins (solo) miners get per block (if other voters don't vote for a higher block reward). It doesn't reduce the difficulty (which is now at 15.38058725).
