I was thinking of making a collection of all goods resources in Indian languages/English for new audience to understand the working of cryptocurrency and the technology behind it. Somethinh like this 
Please Recommend Some Telegram Channels, Youtube Channels and Sites. But I am also new to Blockchain and don't know much about the existing community and groups that work in this regard.
I was thinking of putting up a post saying I will Merit the user who provides a comprehensive list of all the resources available for Indians. Is it wrong or can I do that?

I don't think it is wrong,but there is no need to say you will merit the user who do this,if someone do means you can simply merit them and leave it.

I've seen others do it, some successful, some unsuccessful. I wouldn't do it though, as it can easily be confused with using Merit as a means of payment.
Just Merit objectively good posts, or if you only have a few sMerit: merit only great posts.

The thing is that people have stopped contributing on the Indian board because of lack of Merit Source and Mods. If such a compilation is made it will be useful in regards to helping new users join communities and increase their understanding about Blockchain technology, trading and other activities.

Plus such gestures would entice people to start contributing on that board. I just hope that I am not violating any of the established rules of the forum.

Ideally, there's no right or wrong in merits awarding. It's unregulated, and you can do as you please with your merits as long as you're not selling it or boosting your alt accounts.
Whether or not it's ethical is also up for debate, some users have out up contests to reward worthy contributions with merits, to varying degrees of success.
Some would not start a thread and put merit as a reward for quality contribution.
Your smerits are yours to do as you please.

Exactly, Admin also encourage for that especially for newbie. @OP you can send merit which post you think at least good. But always give priority to quality post.

While we will not be directly moderating this, I encourage people to give merit to posts that are objectively high-quality, not just posts that you agree with.

I would like to remind again motivational word of admin.

 - If a newbie posts something that could be even called good, then give them 1 merit. It doesn't need to be a great post.
 - It's best to use all of your source merit. If you don't naturally do so, try giving people more merit per post on average. If you don't send your source merit, then nobody gets it, but if you do send it, then the recipient can pass half of it on.

Including this in the post you intend to make could just make the post lose its value,as it could simply be seen as efforts made with a promise of an incentive,not to help others learn from the information garnered or to promote the Indian board(which doesn't go down so well with the forum)
It could also be a bad idea cos you definitely aren't loaded with Smerits,so adding this additional clause could probably dissuade those who ordinary would have sought out for the information you need even without a promise of an incentive as they'll feel you're simply playing on their minds considering your dearth of Smerits
But whatever the case maybe as long as you aren't breaking the forum rules then it's fine to do what you feel like.

I see you've merited 1 post only. Unfortunately, it's plagiarism, so he deserves a ban. It's the sad reality of many new users: they're not here to contribute, and the few good posts they make aren't theirs.

You (amicrypto) on the other hand seem to be a real user, which is highly appreciated and exactly what this forum needs. The merit system gives you a chance to stand out from all the spammers.

There have been a few threads that reward based on answering a specific question, often being an initiative of a Merit Source in order to stimulate discussion or find capable people. There is nothing really wrong with that in my opinion.

If there is a lack of a thread on your local board that points to all the relevant resources, then it should be merited naturally, although the scarcity of merit on your local board as you state (and also indicated on another thread I read) is likely a deterrent.

If it is because there isn't a mod to delete spam, then that is one thing. Non contribution because merits aren't awarded is completely different. If someone stops posting because they aren't receiving merits,then that shows that the merit system is working, and we are better off without those posters in my opinion.

How can you encourage crypto nebies and enthusists to post on the Indian board is another topic though? I believe that Bitcon Talk needs more local quality posts, and a way to translate them into English, so that we can all benefit from them.

Although this might be right its worth mentioning that merits should not be used as a reward or payment for useful information. There should be no prerequisite when asking a question. If we were to do this many accounts could try and get their alt accounts ranked up this way.

I can't blame them, when they make an effort to post something useful and don't find interaction from other members they will join other boards where their contributions are apreciated.

There’s no strict rule for what one might find Meritable because somebody else might deem it not Meritable.

Just go with the flow & Merit posts that you think are Meritable. You don’t need to get confirmation from anybody else as to what you think is worth a Merit.

Best advice is do what you feel is right. Luckily this forum allows you to do whatever you want, within the guidelines of the forum rules.

For me personally you may not want to advertise that you will merit the members or promise it. In the past this tends to attract members not looking to be useful but that are just seeing the chance to get that coveted merit so they can wear a Sig again.

If you simply post your thread and bump it daily, there is a good chance you might find a useful member to engage in the subject because they want to, not simply for the merit.

The thing is that people have stopped contributing on the Indian board because of lack of Merit Source and Mods. 

Mods would better serve that board from what I understand. However if you are active there, surely you can think of an established member you could try and convince to become a source. You yourself could spend some time looking for "quality" posts deserving of merit and apply to be a source, no harm in trying. theymos has made sources for local boards with as few as 10 smerits a month I believe.

More to the quote though if people aren't contributing there solely because a lack of merit sources, then they weren't really contributing anyway. I can understand leaving due to lack of moderation as it can be trying to sift through trash for a decent discussion or relevant knowledge.
