No, in most cases, very cheap coins are heavily risky. The reason behind the cheap price may be the project is not good enough or they have a huge amount of supply. It's not completely true, there are so many altcoins that have less price and most of them are trash coins.

If i were you, i will not buy altcoins that have a low price like 0.001 dollar because the price will not go up. Even if it go up, it will take years.
