Sadly, this can make people traumatized to learn to invest in the ICO, even if they have reached the soft cap, it would be good for the project to develop with existing funds. But the risk is great and this must be dealt with because without a struggle the project goals will also never succeed.

I agree that many new ICO is a scam, but about the refund that being done by if the project doesn't reach its target (at least reach the softcap) I think that is not a scam, as the prove they are returning the fund from the investors, and about the different in price that is fully depends on the price of the coin used for investing, I think that is not the mistakes from the dev's side.

Format, as you say, is true that this can be an indication that the project is a scam. ICO really needs funds to develop, but in a collapsing market price situation. ICO is very difficult to get investors, so you must be careful when choosing ICO.

2) Refund - When  eth more 200 to 300 USD people invested some ICO now they are stopped and started refund now Eth price 95 USD .

3) Some ICO announced Soft cap reached successfully later their also follow this kind of refund method .

Even if they reach their softcap and they didn't reach the hardcap their is a possibility that they will decide to stop the ICO due to they did not reach their expected target,hardcap funds is very important in every project because they used it to improving their projects and exchanges listing,and we cannot call a project a scam if they will refund the investors investment because every investor's knows that it is part of  ICO investment.

The reality is that at the moment the ico project is used by some irresponsible people to make a profit. they make an ico project that does not have a purpose, they only write data without the realization of the project. there must be an agency that regulates this. do not let the situation of the development of the digital currency be bad because of the indication that the ICO project is a scam like this.

I heard some project do that thing, but new project and i forget which it is because they make announcement if they will refund investor's money even reach softcap before that. Maybe because dropped price and it is not reach their target in USD.

Well, so far, there are many ICO projects that are extended, stopped, and paused. And then, they will probably disappear after for long time waiting. This is probably a scam but sometimes, they really need more times to extend. That is why we must be smarter in pretend whether the ico is legit or not.

If you are being cheated, maybe you should stop investing during ICO?
I think that the ICO in the form that we now know them will soon cease to exist and we will see something new, under the auspices of a common regulator.

Better to avoid most of the ICO nowadays since there is just a bearish signal everywhere so you won't get scammed. 

Not all of them avoid because some of ICO was scam and their is a few ICO that legit but I agree on what you said because if we are basing on the previous  years of bounty or campaign and ICO was legit on 5% base on my estimation was scam but right 80% was scam and few was legit so make it sure always that ICO you are joining was not scam.

At list you should be happy they returned your ether as there are Scammy ICOs who don't even bother to return the funds to the investors. What if you think from project point of view if they converted their raised funds into USD the instead of Bear market Bull run started??? Investors invested Ether & ether is very volatile at list they refunded investors.

What about the ICO extended by their tokensale?
I found that some of them are still in the extension of time, they have reached the softcap, even if it is less than 5% of Hardcap, but they are still extending the ICO period.

We know the whole market is in under pressure so if anyone invests in any ICO they must know that ICO properly. But I think it's not time to invest in any ICO. On the other hand, most of ICO is a scam that's why the results are very sad for investors' capital.

Its tiresome for me to keep doing research everyday on ICOs ,its better to just ignore them ,I'm so tired of ICO and I will never invest my hatdearned cash in any of them
