Agree with you. Brazil is a big country that has a significant role in the whole world. If crypto assets will be used in this country it will add capitalization and popularity to overall cryptomarket.

In my opinion. If a state-owned bank in Brazil publishes crypto tokens, it is a good sign for Ethereum. Moreover, tokens issued using the Ethereum platform. thus trust in ethereum in Brazil will increase.

It is for sure a positive news but I doubt it will make any big changes in the current situation, I don't think we will see any big moves in this year or even in January, maybe not even in the first quarter of 2019, we might see good signs by end of March and then big moves in April and May if the event of hardfork and upgrade was successful. We need much more than one positive news to flip the situation in the other direction.
