I don't know if this is still in place but Brainboss Mentioned already early this month that the implementation of Merit system will take place before you will be accepted  for " At Least 5 Merits earned for the last 120 days" .

I understand, but I had to stay away from the forum for 1 year due to my health problems.
How I am a member in the forum should not be merit system only. You can see many projects by managing myself, from my old posts.

I understand merit is not moderated but it's obvious abuse of the merit system.

Merit are not moderated, hence you can take no action. The question is why he has given merit to each of these users. I don't think they are alt of him. I hope he will come here and tell us the reason.
