That's the problem with the centralized gambling website unlike the decentralized ones. Am pretty sure that in most cases those scammed websites are created on such purpose from the onset. No they arent .  gambling is only gambling and its hard to win  , not only on online gambling but also on offline gambling as well . we think that they have been cheated on us because we cannot win more often but that is because the odds are just high   .

I think what he wants to say is maybe the online casino ask their members to download a software that can help members to play without open the browser. And this software can be infected with the virus which we don't know the safety. It could happen but as long as we can carefully in playing gambling, we don't have to afraid of that.
