I always say that there is no time to buy a bitcoin but there is a good time to sell the bitcoin . The Absolute best time to buy Bitcoin would have been back in 2010 (Not sure if anyone was selling in 2009)
Most of us missed it. Next best time is right now, and always will be right now.
If your looking to make a quick buck, and get rich quick, I dont have advice for you. You should go learn how to read technical charts.

Waiting on sec decision to me is not a classical investment moves we are not even totally sure that even if sec approves it that would have so much effect on bitcoin price

I agree that the best time to buy more bitcoin is today due to the continuous deoppingvof its price. The advantage of buying in a very low price and low risk is there so I think we need to grab this opportunity of buying before the price rise up high and we ca not afford to buy it soon.

i remember when bitcoin was almost twenty thousand dollars, people were wishing they had bought bitcoin before it mooned but today it is way below what its cost was as of late 2017 and early 2018 and people still had saying in their mind that they wish it plummets even more to give them the privilege to invest but then there is no  fixed time to invest as it is a good point and time to invest.

I see that the price of bitcoin is still cheap so I believe that it is still the best time to buy. I guess we can't tell anyone to buy Bitcoin anymore. When we say things have improved, the price falls again.
