Pretty sure, but there's only one big reason why dump is happening, it's because of the bear.

They can do that, but for me it is not the bounty holders who really dumped the value of the coins, imagine the percentage of bounty from the allocated funds, if the project have a real usage team needs to make sure that they are ready when sudden dumping happen, they should allocate funds to buy and
hold the coins while they are developing the projects, if they are concern for the future they should invest their own money aside from the money they've collect from the ico period.

But I think not only the bounty participants are the cause of the dump. There are also investors who want to get their profit from their investment immediately. So, it will always happen unfortunately.
