When we hit a bull run, most coins will rise, but not all. A lot of price movements for smaller coins can be misleading anyway - take a small coin that trades vs ETH, if it has almost no volume and a price of 0.1 ETH, then if ETH rockets to double the price, then the coin with no volume at 0.1 ETH will effectively have doubled as well.

If there are strong rumours then this case is actual without any dependence from market climate. Right mate, almost all the altcoins has drastically decreased to a very low price which is disheartening and I am sure most of these small altcoins has already been abandoned by the project owner. So, I don’t expect some of these altcoins to ever rise again except the major ones in the market.
