Has the crypto market reached its bottom yet?

I think it's better not to try to find the bottom. This is a empty work. The best way is to think about possible future scenarios and, based on this, create your own strategy for market action.
For example:
- we assume that the market will be in flat;
- many altcoins will gradually becoming cheaper;
- we can buy some of them that give passive income;
- in the case of a pump, one of the assets that we have, we sell and expect a dump for rebuy;
- we expect signs of a changing market trend.

In my personal opinion, I believe it is not. The market is slowly increasing every day, but with only a small impact it can reduce 10-40% at any time. I realize that now is not the time for us to celebrate that the market has returned.

You're right in the aspect that we shouldn't celebrate that the bullish market as returned because the market demanding is still not strong and this mean the bearish market is still alive.
Concern the OP question, I believed the Bitcoin market have reached the bottom price while the altcoin market are yet to reach the bottom price.

We may not be sure if we are at the bottomest bottom but I'm cool enough to say that it is not likely to have another big dumps in the next days. Personally, I can see people are now joining back again in the market.

We will only know we have reached the bottom when we have left it far behind. Until the bull market returns there will always be a possibility that the price falls further.

I won't be that confident to tell that we have finally reached the bottom. But let's just assume that we really did hit the bottom and the market is just playing around $3,700 - $3,800 which is a perfect price to get an entry before the bulls get in. I'm not so sure if the hard fork that will happen tomorrow can certainly affect the market because it's for ethereum. I've seen lately that when there's a big altcoin event, it can bring up a larger market cap to the market which can give that significant increase.

I would say I don't know because I don't have any clue if the market has reached the bottom price or not. I only know that the price is down too deep and the chance for us to see the price go down still there. We also have a chance to see the price start to increase in the next month. But I will be glad if somehow the market can start increase although it's slow like today because soon, the market will recover the situations and will come back to the new price.

But still, there is nothing we can do related to the market now unless we are trying to survive in bad situations (if that comes once again). No one can so sure about it. None of us thought it BTC drop from $18000 to $4000. So anything can happen. But I saw many people say this is another resistance. It also can be a break. maybe this level is strong. Still, price consolidating around $4000. let's see what will happen next.

I saw that the end of last year was the lowest base for the crypto market. and now the market has started to improve, there are lots of coins going up. even though it's not high but it gives quite new hope.

I dont think so.
The bottom is zero. It will always be. Bitcoin could go there anytime, it is just that the technology have been seen by a lot of people and demands are still there with usage unlike before.
It may not hit the amount that I said but I still believe that it is zero which can be the bottom of it.
With the number of altcoins out there, the market is being divided so it wont be easy to calculate anything.

I think the market is at the bottom. Over the course of this year, bitcoin may fall to $ 2,000-3,000 and grow to $ 5,000-6,000. I think it does not matter. I think that this year we will be able to earn on altcoins.
