I would start with downloading the portable version and run it from a (new) temporary location, to see if the problem is electrum.exe (and missing dependencies) or the local files (wallets, chain data).
Don't be scared if it'll want new wallet for the new / temp portable electrum - you don't even have to go further, if it has started.

However, before doing any step you should make a safety copy of your wallet(s) or at least make sure you have the seed(s).

sireffa, since you update from very old version to latest it is very possible that there is a conflict between old and new files. So before you do anything take advice from NeuroticFish and make copy of your wallet data, and what is even more important be sure you have correct seed (12 words).

Then you can navigate to Electrum folder which is located in %APPDATA%\Electrum\wallets (just copy paste this in windows explorer), and delete whole folder. After that you can install new Electrum from here : https://electrum.org/#download , just use Windows Installer.

To recover your old wallet, use Standard wallet -> I already have a seed -> Enter seed words (carefully, one wrong letter and wallet will not be recovered) -> Then choose type of address (in your case it is probably "legacy") -> You can set password to protect your wallet ( be sure to write it down).

NeuroticFish and Lucius very well might be correct, but your issue could be even simpler than that.  If you had a shortcut pinned to your task bar that shortcut is still looking for the old version.  Using the start menu navigate to the newly installed icon set and see if that works.  If not, then proceed as NeuroticFish and Lucius have instructed.

I experienced the same thing past weeks ago that I update the Electrum 3.0.6 to latest version 3.3.4 after updating my Electrum to the latest version the Electrum can't open but if you open the task manager you can see the Electrum is running at the background they call it a ghost and my PC is windows 7 32bit.

What I did to make it work is that I excluded it from Antivirus and solves my issue. So if your PC or Laptop has antivirus just excluded the Electrum wallet and folder to make it work.

It happened to me back then (after updating from 2.9.3).
In my case, it's the last opened unencrypted wallet file that Electrum was trying to open on start.
It seems like it was corrupted by something after the update.
Luckily, it's not my main wallet and changing the "gui_last_wallet":" and "recently_open" in the config file fixed the issue.

In your case, if it isn't the dependencies, just delete the "config" file from "%appdata%/Electrum" to restore to default setting and select another wallet or create another wallet via restore SEED option.
