As an investor, i cannot participate in IEO conducted by small and new exchanges. The main reason why IEOs are preferred to ICOs is because they are more prone to scam than ICOs, and this is because the exchange validates its legality with their reputation. Imagine Binance or any top exchange conducting a scam project, it will jeopardize their integrity, and these exchanges do not want their integrity in question, so they only offer legit and promising projects IEO. New exchanges do not have the reputation to validate a project, they are just after the profit, SO they might promote a scam project either intentionally or unintentionally.

It is ICO 2.0 with all the features of it.  Investors just needs to be careful whenever they decide to invest in any IEO. It is necessary to bypass IEO on new exchanges for the simple reason that sales on these exchanges can easily fail, and even if everything goes well, the price of coins drops immediately after listing.

Reputed exchanges screens the project but I don't know if the lowkey exchanges do this. Might be yes or no, yes in a way that they also want to build trust from the people, might be no because as long as they have a client, they'll dive into it.

IEO organized in small exchanges is very risky because little exchange does not filter out real projects or they just want to earn money and profits do not think about the fate of investors who spend a lot of money to buy tokens fraud. Investors are now getting smarter they prefer to invest in large exchange binance and okex.

yes, we cannot guarantee that a project will not be scammed if they do IEO. in fact, they could be a scam after IEO ends. in this investment, we really need to see the concept of a project. in addition, conducting other studies so that the project will certainly run is important. some IEO projects that I support don't even list in the market where IEO is. however, I think it's better than IEO. I don't think Binance will conduct a scam IEO ever. Look at their every IEO projects, all have unique technology with unique product idea! BitTorrent, Harmony, Matic, Elrond all are great invention of this year. After Binance, I would prefer to look at Gateio IEO projects. All are very successful and doing very good for the crypto industry. Though Perlin, Data protocol IEO wasn't enough success on Binance Launchpad yet those projects are great!

IEO can help from the investor's point of view but what about technical development of project? I don't think conducting IEO from Binance will help projects will technical aspects too. So it is not always possible that IEO will success, they do have more success percentage than ICO but they are also not full-proof.
