I don't think there is a specific time for promoting bounties. You can do so anytime but when the bear market comes, you should be ready to hold the coins till the bull run comes before you can sell it. If you dump your coins that early, you will regret when you see that the prices rise up high.

I think 2017 ethereum is on rocket because so many ICO success and entering exchange with bitcoin on bullrun, and in early 2018 some ICO is scam and turn out so hype. right now born IEO to avoid listing on ICO

These kinds of threads just goes to show that people aren't learning anything from the past. First of all, altcoin season was bad for the entire crypto market, and second of all, it only happened thanks to Bitcoin.

By altcoins season I guess you mean Bull Run. Well personally for me there is no perfect time except the one you make out of it and that is by doing bounty for projects that are very good

Personally, I think that the best time to advance is considered when a cryptocurrency is well stable. But as always it would be very rare. But you can always work as there are a lot of promising projects on the market and you can earn money when the cryptocurrency is in a very weak position.
