It seems to me that soon altcoins will die out as dinosaurs. While they will be replaced by a Lightning Network.

Lightning network is really great for transaction fee issues. Most altcoins die down because a large percentage of them were created to get-rich-quick scheme by developers. And as for OP's argument, I believe there is no best time to be considered in promoting bounty projects. As long as the project is legit, you are good to go.

there is no specific specific time. I worked on the bounty signature when the project I was following was finished, and looked for a new project. as it continues, there is no creativity at any given time.

although sometimes there are people who consider the conditions of the altcoin market to be good is the time for a good campaign. but I don't think like that.

This is a very vital point you have made here which should  not be disregarded, during altcoins season is when everyone wants to impress people, and developers comes up with different promotions to attract people and they would really need hunters this time, some of these tokens gets to quickly enter exchange too.

Altcoins season does not stay too long in the market, so we still have to be careful too in participating then, we have to look for very short campaigns that will fall within the time of altcoins, because after the altcoins season, we will go back to bear market which will make no difference for people that participate in long term project.
