I think scammers are not smarter. But we, bounty hunters and investors are idiots. We do not conduct proper research or get information about the project we are investing or for which we are working as bounty hunters. We only go for the size of bounty pool not the team and we do not look the way they are delivering their promises.

So the best way to not be become victim of this scammers are to avoid joining any project in ICO /IEO campaign. Because scammer now is very smart to creating ico campaigns hopefully bitcointalk moderators regulate this ico and have some escrow funds to paid in bounty participants to make sure all our work will get paid.

They are smarter but people here are more smarter, with so many scam site coming up, it's important to share every member's analysis, the community are up and have taken a responsibility to research these projects that are coming, and so far so many projects have been exposed, fewer and fewer projects are doing an ICO because investors are not in a hurry to invest.

Those days are over now when we determine a good project by seeing their good team and big numbers of members on social channels. Nowadays you have to verify the partners of a project and you have to see the media/press release and of course the team activity and real members in socials, I mean everything. But the investors are smarter, we could see the dead of ICO and IEO right now, any project won't rise until their softcap right now and the projects will dead in month. You are absolutely right. Scammers have been developing along with the market. If they were weak, they would have been stuck somewhere in the past. But, check out today's crypto market, the scammers have developed so much in this regard that we have trouble choosing the good ones. Well, this is our mistake so far that we often do and boast. scammers learn the characteristics of investors who complain and who are expressing opinions, from here they take advantage of a new loophole to deceive in a way that looks more attractive, when in fact we (as investors) are fooled because of our own actions, because we are not aware if opinions we all in bitcointalk threads already noticed by scammers.

The main thing why those kind of project can still get more investors, i think most of investors greedy and there are no laws to protect crypto investors yet.
