The correction already finished and we should now see a lot of good movement in altcoins just like the movement of the bitcoins. For thise altcoins that are still not moving then it is something fishy because it seems that investors are not patronizing it anymore. It is better to stay away with this kind if altcoins because we will be vulnerable in losses if we will let it stay in our portfolios.

in my opinion the correction is not finished and we are still in the bear market. 2 weeks ago bitcoin did increase and this also made altcoin green. but yesterday bitcoin dropped again and that also made some altcoins bleed again. I think altcoin will rise and turn green when we are at the bull market. and I think we will enter the bull market after bitcoin is reduced by half.

Well, I think that's not true because altcoins having their own value and their own importance so we should not bound them both. We can judge a certain coin based on its short term movement, true its volatile by nature but there should be a range where we can call it a good price still.
But, if like for example, ETH from $1K+ drop to $100+, it will not make investors happy even if we convince them that its only due to volatility.

Whole market is suffering from recession, we just can blame the alts only but yes top 30 blue chip alts should be given priority in any circumstances whether it's recession or boom because these are always the first choice of potential and existing investors.

You are right when a new project with an update that might indeed take a little time to get up. but the top 30 I think is not impossible because it all depends on how the development carried out by the new project. but as you say the top 10 will be very difficult because they are projects that already really have a very strong market.

The prices of the altcoins today are much higher than it was last year and its going to go up when BTC rises again. It does look bloody but the price weren't really dropping about 50%, EOS for example just dropped to 10% since last two weeks. The charts doesn't show any sharp decline since its just building up the buy orders so it may just be moving up like ETH, LTC, ADA and TR.
