If you want to talk about the bear market affecting Ethereum, then it is necessary to talk about the bullish phase which preceded that. You have mentioned about the phase in which ETH lost 90% of its value (2018-19). But you also needs to mention about the bull run in 2017, when ETH gave 120x returns for the investors (as a result of the ICO hype).

as of now ethereum already recover and I think it will still climb more in the next few months because eth still has its own purpose
but to recover from the last ATH and break it it won record in terms of the price i think it will be hard for it to reach the last ATH again.

The money has to come from somewhere. As the overall crypto marketcap increases, you'll see the price of all of the alts start to increase as well. ETH more than likely will end up going up in price. I just don't see how it wouldn't with the new updates coming and the apparent bull run coming at the same time. People are and will be investing in it for a while. I think this will increase even more once you're able to stake it.
