The part that you have quoted literally says that they reserve the right to charge a fee equivalent to the costs of transaction processing. This would not be equivalent to wagering 0.003 bitcoin and risking to lose most of it.

Sometimes, their promotional rewards is really tempting, you forgot to check the requirements or what conditions are needed to be met.
