I can say that discipline of citizens is one of the factors that do really worsen up the situation on which the government had already told them on the protocols should be followed
but there are hardheaded person that doesnt really care this is why there are instances that government do necessary step just for the sake of safety of everyone but

This is very difficult. Contain the spread of the coronavirus and make sure that people do not feel under house arrest. There is also another big problem - keeping the economy from collapsing. The situation is same for all spheres of economy and the crisis is only good for opportunists who know how to take advantage or grow their online business model. I don't blame either side, the collective immune idea is the only exit back door in case of failed on both tasks, IMO.

Finding the balance here is hard knowing that if the people won't work, it will be bad for the worker and the economy itself. Even though many are imposing protocols regarding the virus, many are still hard-headed and don't follow these rules. Many are still going outside without masks.

Our president already said to these hard-headed people "We already warned you several times already. If you are infected, it is not our fault already." which is I agree on it. However, even if let's say it's a person's fault, the government still has the responsibility to cure these people as they can't just tell these people to stay at home, of course these people will be looking for a medical assistance and wants to get admitted in the hospital and the responsibility of the government starts when the government hospital will cater these people as we know government hospitals are provided by the government and they spent their resources on this.

It doesn't need to be attributed to the opening of casino, once the cases is rising, that means the area is at high risk of infection, so the government's initiative is to limit the businesses which requires a mass gathering for them to profit, and one of that is a casino business.

If there are other ways then maybe the government would consider as we all know Las Vegas casinos are contributing millions of taxes to the government and that's vital for the economy to survive.

I haven't heard about any COVID 19 clusters in either in Las Vegas or in the neighboring counties which are directly linked to any of the casinos that have re-opened. And therefore I would rather blame the lifting of the lockdown measures for the recent spike in new infections. No proof exist to specifically blame the casinos for the rise in Coronavirus cases, at least in the Las Vegas region.

I would say that those countries where a part of the population has a level of ignorance “I do not believe in Covid 19” suffer the most, although there are such people in all countries, in some of them there are much more.
What are the conspiracy theories about the distribution of Covid 19 that are believed around the world.

However, the correlation is clearly visible as the opinion of such people changes when their relatives or themselves become ill.
