One of the things that changed over the years is that they acquired a license. From that moment on, a lot of countries were on the restricted list but as you mention, they allow the use of a VPN to keep using their website.

It seems to me that the Betfury team has over-insured itself in this aspect and has shifted the responsibility for this directly to the users. In fact, they note in paragraph 3.3 of the rules that the user should be aware of the illegality of gambling in certain countries and should also warrant to betfury that gambling is not illegal in the jurisdiction where he resides.
