One thing is for sure don't buy any crypto when the price is surging high because that will walking into a trap, the right time to buy is when the price is down of course, but seem many people don't like to buy during this time, they always wait when price is going high before they will buy.

There is no problem to buy crypto while surging starts. Many people buy during this time. Most of them hope for a big upward move and wish to sell their coin when it reach top. Buying crypto when the price reached low is a good choice. But it would be worst decision if you buy crypto while the price continuously dropping. I will say, you can buy while the price is surging but remember to sell before it start to drop. And don't buy while crypto price dumping.

it is still a high risk to buy any coin while the price is pumping high because you wouldn't know when the correction will be and that could really be a problem, if it is coin like btc and eth, there is no problem because there is a chance the up trend will keep up but in the case of alts especially those pump amd dump project, it is a huge risk,

I think the best time to buy cryptocurrency is when the price is dumped, but it should be in the top cryptos because it will recover for sure just be patient but if you pick a newly crypto to invest then you should research their project, who knows it is a scam crypto.

when you are in support that's the right time, if you are still in resistance it is very dangerous,
don't let you buy altcoin or bitcoin if you are still trying to break resistance,
it's better to buy when it has broken through resistance, like Ethereum now.

It’s Doesn't matter, if you have any good project you can buy and if you say right time buy then i will say when you got any good announcement about project then you can buy, you will get profit. And safe time is that when market dump then you can enter market and buy cheap rate and when starting pump you just start sell 20% of parentage and then 30% after that price pump and you are satisfied. I bet that everyone knows the principle of investment which is buy at low price and sell at high price. This time i guess wasn't that good enough time to buy because of high demand of cryptocurrency especially bitcoin which was highly risk and highly volatile. Which i guess everyone was dreaming off of having bitcoin as an investment. However there are also some altcoins that was worth investing for at this time which i guess would still affordable like XRP and the good thing was it is continuously rising its market value.

Keep note my ideas when have you buy some coin for trading or long term investing, always buy coin during get bad news and sell then after get good news, never buy any coin after get good news because you will stuck in higher price and down never give chance any more for you to get profit and holding more long time. Maybe you can try to buy when coin have going down last last two days and now you can see how raise up bitcoin and exactly with ethereum have raise up too, never buy coin during ICO right now because many ICO project failed for listing on market and many investor not interested with ICO now.
