Indonesia was not part of the prohibited countries. if you read their ToS again you'll see "4.6Restricted territories for the NetEnt games:" then "4.6.1 Blacklisted Territories:" I think the blacklisted countries are exclusively not allowed to play the gambling games provided the NetEnt(one of their games provider). if you read further down on their ToS you'll see more countries being restricted to play certain games.
