If 2 users rely on screen shots from the same obscure website are they alts?

Can we conclude the two users are alts based on their use of screen shots?  And if so, then the second is guilty of ban evasion.

What I see is that both users used same website interface (one seems tor link and another seems clear web link) to get their screenshots.

Anyway, I do not this confirms that they are alt. Even if the screen shots were exactly the same then also we can not conclude that they are alt. There are possibilities like, they copied the image from each others.

I) It's a newbie account created when the Rock CFO had been banned for one year for fake reporting my posts as dupes.

Actually I was referring to the actual screen shots themselves - you will see in most, if not all on the left hand side is the name of the obscure website they appear to be taken from.

Also, there is at least one user profile that is captured in both examples given.

No. I'd say it's more likely the second user saw the earlier post and decided to dig further.
