But let me ask, the reason why each of my Report is not working according to the records I reported?

Most of the accounts I reported are still active. Is it because my record is bad?

About ban evasion, if an account commits plagiarism or other offences that will lead to ban and that account is banned. Then, the user opens another account and rejoin the forum, I think that is what is called ban evasion. Can the admin do it in such a way that any IP address that is banned cannot return to the forum. If the IP address is banned, it will be blocked from rejoining the forum.
But if this IP address is allowed to rejoin the forum by paying an evil fee, that means the user has atone his sin with the evil fee payment, and therefore should not be punished for ban evasion again.

You don't need to worry; the mods will take care of it in due time. Just make sure you report it using the "report to moderator" button as well; most of the mods are currently inactive; some cases I reported two weeks ago are still unresolved, but will hopefully be resolved soon.

It appears that moderator takes the break from making any ruthless actions as they used to in the past. Even though there are still some devoted members who report here, so those users could be banned for breaking forum rules, and the interesting part is that members who perform most heinous crimes like plagiarism can live freely. Not actually true because there are evil points associated with the IP address you are using and they are determined by your account getting banned.But there is problems with some users who might signup with the neighbouring IP address who have evils associated with it so you also have to pay the fees to sign up on the forum.

When you register, the IP that you used when you submitted the registration form is used to calculate your evilness. The more frequently this IP or its neighbors were banned, the more evil is associated with your account. The amount of evil associated with an IP decays slowly over time, but the amount of evil associated with an account does not. You must pay or be manually whitelisted to enable posting on one of these "banned" accounts.

Currently each unit of evil requires a payment of 4023 satoshi. You only need to pay something if you have 1 or more, though.

But there are ways through which you could be whitelisted like this one from @LoyceV where your proxyban could be removed without paying any evil fees

Yes but sometimes they try to evade the rules because as per the rules if your account is banned on the forum then you could only create ban appeal thread in Meta section to convince the members and if mods find it suitable it could be removed.But if you participate in other conversations your account will get banned also.They need to follow the rules.

As per the experience it will take time for a mod to go in-depth about the report and most of the time it take days if they will banned it but if take weeks I'd say it will be marked as bad. I think there are differences on how they handle these stuff depending on the seriousness of the report I guess or maybe the rank of the reported account.
