I thought what @Fivestar4everMVP wrote about depositing to earn an entry is wrong so I scroll to the post of megapari and found out that it was actually their rules. This is surprising because usually every similar promos that I came across do always involved wagering and not just a deposit. That is of course to prevent abuse because anyone can just deposit, withdraw and deposit again until they reached the maximum ticket limit.

As per the rule of 100 winners, I think that's like a consolation prize for those who did not won the grand prize. We don't know if this was a staple promotion and will be done every month or maybe this was a trial run only.
