Yes, it indeed falls on the parent's responsibility because they are just a kid and a minor too, for starters. But if the parents is not a good role model to their children and openly do illegal things in front of them, then it is not that surprising if the children will also engage into such activities. Because technological developments greatly affect all of this, it's like minors who shouldn't gamble, but they can still gamble because their older friends tell them about gambling and can borrow accounts from friends or borrow data belonging to friends.

We can't keep hiding our children from these dangerous gambling activities, but the best thing we can do is lecture them on how to resist such behaviors. What should be the concentration is how to protect our family members who are still not mature enough to be able to avoid all things related to gambling because currently even content on social media often contains gambling so it is really difficult as well as impossible to prohibit them from accessing the internet, but a good relationship is also the way we approach them and tell them well about gambling will greatly affect them so that they will only play when they are mature and when they start doing it they will do it responsibly so they will not become addicted.

As long as we educate them to know what is good and bad, they will understand and will not try to do bad things. And if they should do something bad, they will be very sorry and not want to do anything else, and just shut themselves in the room. But if we can't teach what is good and bad, they will have no regrets because that is what they think is normal. And if they play gambling one day, maybe they won't feel anything either, especially if several people around them often gamble in public. It's sure to spark their curiosity and maybe even get them to try playing with their friends.

There are just too many cases where most addictions (not only gambling) is happening around that age (18+).

I we look at it this way, maybe a lot of persons gambled without even knowing what they were doing.
All that was of concern was, having a prized money or that's the way it looked but in real sense, that be gambling. It isn't limited to dice and card games but, competing against friends and teams with soccer was one meansof exposure for most.

I think the picture becomes more clear when your of proper age to be regarded as adult and go in for your crimes. Am not saying gambling or gamblers are criminals but, am trying to tie a link yo adulthood an reasoning.

Having a gambling age to be 18 years Is not even okay to me because sometimes a boy of 18 years might not even understand life and what gambling addiction can to him. I think the age for minimum gambling should be more than 18 years so that children can get to a adult age before they start gambling. Alot of individuals started at a very tender age and were influenced into street gambling by friends due to peer pressure  and most of these people are high school students that are not even up to 18 which i still don't consider an age for gambling, now most of the said teenager grow with this gambling mentality and tend to move from streets gambling into casinos when they finally have the funds to do so, if not discovered and tamed from the teenage age, these set of people are the ones that aee likely to becomes addicts because they grew hacing that mentality of gambling because their was no one to caution or let them know the consequences of their gambling activities

Indeed. That's why in most casinos, the minimum age to gamble is 18 years old. When someone is already 18 years old, we can assume he is mature enough and has good mentality. But in certain casinos, the age limit can be 20 years old, it is because they are not sure if 18 years old is mature enough.
