Is there any way to tell if a meme coin won't be a scam or reach a market cap of 100 million? I bought Pepe on Bitget when its market cap was around $10-15M. I regret selling it for a small profit. Now, I don't know how to recover from this situation.

You are right but many investors need to be burned at least once so they can learn their lesson, and in the case of the OP it seems this has not happened yet and even the opposite is the truth, as they invested in PEPE and won some money, but not what they wanted since they sold early, and as such they are more interested than ever to invest in meme coins, I just hope that when this inevitably happens the loss of the OP is small and they still have some money to invest in bitcoin before the bull run starts.

I don't think there was any premine or holding for Doge team and the project was mostly a volunteer one. Memecoins might not have the best of reputation but they can be a good thing for people looking for quick profits, ones doing swing and grid tradings. People also wait for the memelord Musk to bless specific coins to rise. When you are wise enough to predict and quick enough to jump on the boat, you have a good profit no other coins can provide.

"Biggest" based on what? If you look at the marketcap, it is obviously dogecoin that has the largest marketcap and dominating the meme coin market. Next is Shib. And the rest, I am not sure if they are even on the top 100 or not, but they aren't as "big" as the other two I have mentioned. Doge and Shib has been on the top 50 for few years straight, so I am guessing it is going to stay there for the next few years too. The others seems to have been hyped for few months, but eventually failed to dominate the market. Anyways, we don't need any more meme coins to be at the top. Most of them are scam with no real use case.

Well, it depends on the risk appetite that we have because some people never think about the future but just today and so they invest meme coins and joined the hype ignoring what the other people had say. This is not to wonder why many people had been disappointed and are in regrets from investing blindly without doing any research.
Meme coins are still having their momentum now but based on the background of these projects it is very uncertain if they will stay long because most hyped projects just vanished after it.

I haven't made any profit from any meme coin yet i have never invested in any of it. But the largest meme coin till now which was trending for a long time is doge, shiba inu and pepe. Other memecoins didn't make that much of an impact in the market to talk about. Other meme coins the OP mentioned were profitable though they got bigger because of Doge and Shiba inu. Because those coin launched after them, people were rushing towards the next meme coin that could make millions and these project took that opportunity to get bigger.
