In your own perspective it might look natural, but I don't think that chasing losses is natural for someone that is actually treating gambling as something he or she does for fun.

he's basically saying gamblers cope with losses is by thinking they have a higher chance of winning the next bet if they lost the current one (gambler fallacy), so he's not holding that against them even if it's wrong, else, they would be hopeless at winning anything if they thought rationally (obv since the house alwasy wins).
and for him, the way to hedge against that type of thinking and be safe is to only gamble with a fixed budget.
