He can go to the services section and see if there are jobs that are related to his experience or expertise.
Or better yet, he can create a thread offering his services, there may be people or projects that need his skills.
Honing your skills by experience will be a good one to improve what you acquired previously and you can also continue to improve what you have.
Also, he can post the link of his previous works. Most people want to see the portfolio so they know they have basis to look at.
