Farming for me has never been seen as a thing for the poor OP, farming  is obviously a veritable business that people invest a good amount of money in buying farming equipment from tractors, cultivating machines and the rest of it involves a lot of manpower, and all these involves good money. How many poor people can afford to buy those machines, not talk of paying the people that will be working on the farm.  However, I know that a lot of farmers do get some grants from either international organisation or local bodies to help propagate the production of farm products in most countries because agriculture is always given a high priority.

yes, government should provide good roads that is very accessible to farmers for efficiency. Without doubt, the issue of food security and the importance of agriculture is a very crucial one for any country whose interests is to pursue economic and social stability. People do look down on those who engage in farming activities but I think that has been a thing of the past and not anymore because with the advancement of technology, farming is also on the next level that even the riches are making investment into it. If you observe keenly, majority of the things we use and consume daily are product of agriculture either directly or indirectly. So, basically we can not do without farming and agriculture.

On the part of government, I think they are trying to some extent to change the narrative. Nigeria for instance was an agricultural dependent country before the discovery of crude oil and government is trying to revert back to agriculture but the transition is not yet successful despite the heavy budget allocation to the sector. We should not only concentrate on the ability of the government to provide farming facilities or grant loans to farmers, provide fertilizers or even give outright grants. We should also look at the willingness of the Citizens (especially the youths), to engage in farming. In my country the immediate past government concentrated in agriculture but only certain part of the country (The Northerners), embraced the gesture and the result wasn't as resounding as it ought to be. What you say is not wrong , but you should not completely blame the government if that country's agricultural sector is not performing well because there are many factors that the government cannot intervene and support the people.  Just like my country used to be an exporter of jackfruit, dragon frui ...and many other agricultural products to the chinese market . But my country's government cannot control the demand and consumption of the chinese market, so if they suddenly stop importing, even the government will find it difficult to rescue all of those agricultural products .

We like to blame the government every time we encounter difficulties, but if we are fair and analyze carefully to find the problem . We will see that there are many problems that are almost impossible to completely solve and sometimes are not entirely the government's fault.

There's one thing that you should know about farming and the state of the country you're in right now. If the farmers are among the poorest in the country you're in, your economy's in shambles for sure.
