I think you misunderstood the OP. The agent isn't willing to pay the actual winner, not until it is taken to court. It's not because the site is a scam but the agent who scammed the player.

That's the worst case which could happen in any casino whether physical or online. The greedy agents are just like those scammers who want to take money of the gamblers and if gamblers win they try their best to not pay them the winnings.

The agent was a greedy one that's why he didn't pay the player who won the bet. I believe that such greedy people should not get license at first and if they get license then their license should get terminated if they try to scam the players.

It's because not every place as a proper casino. There are some stores which has betting/lottery options available.
So if you got to a store and pick a lottery ticket then you have to go through the agent/shopkeeper in some cases.
In other cases, you can buy a lottery ticket from the store but you can claim directly from the agency issuing the lottery tickets.
In this case that person went to the store and bet on 37 games.

In my opinion, what the OP wrote is of course quite offensive and naturally unfair.  But all gamblers should always keep in mind that there are always a lot of dishonest people and scammers around the entire gambling business all over the world.  And in order not to become a victim of such dishonest people, you just need to be very careful and serious about everything that happens both during the game and during periods when a person, a player, is just about to place a bet.  And of course, you should not get too euphoric if you win, but first really get this money into your wallet and only then consider that you are really a winner.
