Well, I will say that right now it could be any of the mentioned; it's all depends on what the motive of the person is. If the person bought below the current price right now, selling now won't do them any harm, but if you bought above $60k, you will only be recording a loss for selling below your purchased price. 
 
But if the reason you are asking if someone should sell now or buy is because of how uncertain you are about the market, I will say that there is nothing to worry about as we have seen far worse on Bitcoin price movement. Its not a matter of time and it will push through this struggling stage, so if you have money to use and buy, just buy and hodl, but just invest what you can do without in the next couple of months.

I agree with you if someone wants to collect Bitcoin of course they must provide funds first so that they can hold the asset well and can make a profit because without having funds that we can hold to be able to wait for profits, it will certainly be difficult for us to make a profit from it because we cannot predict the price movement accurately, so we must first prepare funds to buy and hold until we make a profit from it.

TETHERUSD dominance right now seems about to fall which means BTC will increase and maybe altcoin as long as BTC dominance isn't increasing but it seems for now the market aren't going to sub 56k again.
but since the market gonna have a lot of sideways anyway, be sure not to trade future with over leverage because you definitely gonna get liquidated at some point.
but for DCA, i think it's still pretty good too.
