I agree with you. That make the winner difficult to withdraw their money even if their winning amount reach the minimum amount to withdraw. 40x will be too high so he need to lower the wagering requirement. Perhaps, 5x of wagering will be good as that will not too big if someone lose with his basebet $0.2.

If he is not change it, before the winner can withdraw his win money, he will lose that win money. That can be the same as lose the win money because of wagering requirement.
