However, I noticed that after using this option to create an account, users can make a deposit even if they don’t add an email address! In my opinion, to keep users’ funds safe and for security reasons, it would be better if you disable deposits until they provide an email address and verify it.

I believe they are simply trying to say that you should deposit fund from wallets/accounts that you have complete control of so that in case of verification such as proof of source of funds, you can easily access your account, make a video or screenshot of it and then forward it to them.

Exactly. You need to be able to provide proof of ownership of the wallet from which you made the deposit. In case you make a deposit from an exchange, it won’t be hard to prove your ownership of the exchange account from which you made the deposit.
However, it’s always recommended to withdraw the coins to your own non-custodial wallet then send them to your casino's account, just to be safe.
Personally, I don’t like such terms but it is what it is. There isn’t much we can do about it!.
