Even if you use VPN to bypass the restriction, in a case of winning a big amount and it gets frozen, it would be more crime to even complain about it to authorities or even the gambling site, because they want to save their head from fines and lawsuits. 
So anything can happen and it's better to avoid it in total or move to where it is a legal activity to partake in.

If there is open access, the users have the right to try their luck; if they can get him back, at least his deposit, but if it was accessed through VPN, then the casino has all the right to seize and deny the player the money. In my opinion, the risk lies with the user, meaning the user will bear the consequences, especially if the casino ever restricts them from engaging in any activity. For example, my country completely prohibits gambling, both online and offline, so people like me, as citizens of that country, will face the consequences if something undesirable ever happens. Because, there is no way out if it happens. If one casino restricts a certain country then I am sure it will be the same for every casino that has the same license, the only exception will be UK based where every other country where gambling is legal or illegal can't use it. So the conclusion is you have to bypass the restrictions if you still want to gamble since there is no other ways.
